DTCare Sarajevo in cooperation with the Texas State University ALERRT Center is intending to continue the integrated rapid response training for law enforcement / security services in addressing the active shooter / active attack scenario. The training is open for up to 15 law enforcement / security professionals to be accredited as Level 1 ALERRT instructors. The training program is one-of-a-kind in Europe and builds upon almost two decades of evidence-based training curriculum. Seeking interested institutions and individuals to cooperate and partake in this event.

On behalf of University College “CEPS – Centre for Business Studies” Kiseljak, I am pleased to express our interest in cooperating with DTCare Sarajevo and the Texas State University ALERRT Center in the organization and implementation of the upcoming Integrated Rapid Response Training for law enforcement and security services.
We fully support this important initiative and are ready to contribute through organizational, logistical, and institutional capacities. As a higher education institution dedicated to safety, security, and the advancement of professional training, we recognize the critical importance of preparing first responders to effectively address active shooter and active attack scenarios.
In addition to its operational relevance, this initiative is directly aligned with the goals of the United Nations 2030 Agenda for Sustainable Development, particularly:
- SDG 16.1: To significantly reduce all forms of violence and related death rates everywhere—by equipping law enforcement with life-saving, evidence-based skills.
- SDG 16.6: To develop effective, accountable, and transparent institutions at all levels—by investing in professional training and operational readiness.
- SDG 16.a: To strengthen relevant national institutions through international cooperation—by bringing global best practices to our local and regional security services, especially in the Western Balkans context.

As per signed cooperation agreement among DTCare - CEPS - Texas State University, we believe that the proposed course of action and congruence with UN2030ASD is appropriate.
Now, therefore, it is my pleasure to initiate the next steps required to undertake and execute the organization of 2025 ALERRT L1 T3 training session and direct the stakeholders to throw in their support and suggestions towards this event. It is elementary that all potential stakeholders are reached and we secure the required commitments and fulfill the obligations towards our training partners (namely TSU-ALERRT center).
Note: The ALERRT Level 1 Integrated Response Training contributes directly to UN SDG 16 by strengthening the capacity of law enforcement and security professionals to respond effectively to active attack situations, thereby enhancing public safety and institutional resilience. Through evidence-based training and a “Train the Trainers” approach, the program equips participants with the skills and accreditation needed to deliver life-saving response tactics, fostering safer communities and more robust security infrastructure. By promoting cooperation among institutions and standardizing professional preparedness, the initiative helps build accountable and responsive institutions—key pillars of peaceful and just societies.
Please initiate the planning phase and the kick-off meeting for this event by June 23rd.

We have received several inquiries from abroad, namely:
- Masaryk University / Faculty of Emergency Services - Brno, CZ
- Transylvania University, Brasov, RO
- National Police Academy of Romania, Bucharest, RO
They are considering sending their participants and/or observers to the ALERRT L1 T3 event planned at CEPS College, Kiseljak, BA from July 14 - 18th. Given that CEPS is an integra member in ERASMUS programs, it would be beneficial to explore venues and options to incorporate the interested parties using various exchange vehicles to partake in or observe the upcoming programs.

@Amer_S1 This is perfect! Your organization is doing a great job by promoting this activity. CEPS would be glad to welcome our colleagues under the Erasmus STT mobility programme, and they can participate in the training as observers, if you agree. We can provide the necessary confirmation and support for the mobility documentation. Given the grant they may receive during their stay, there is a possibility for them to invest that grant in this activity, should they choose to do so.
Everything is ready to begin. We are expecting the arrival of our colleagues from the Texas State University (SAD) over the weekend. The official opening and start of the training will take place on Monday at 8:00 AM, with 10 participants from various law enforcement agencies.
The training program for law enforcement officers has officially begun, organized by the University College CEPS Kiseljak in partnership with Texas State University and supported by DtCare Sarajevo. This internationally recognized program—integrated into FBI training and acknowledged by the United States Congress—aims to equip security professionals across Bosnia and Herzegovina with a standardized skill set that enables them to save as many lives as possible when responding to active shooter incidents, whether acting individually or as part of a small ad hoc team.
This initiative directly contributes to the achievement of Sustainable Development Goal 16 (SDG 16): Peace, Justice and Strong Institutions, by strengthening the capacities of law enforcement agencies, improving response efficiency in high-risk situations, and promoting the rule of law and institutional resilience. Through collaboration between academia, security institutions, and civil society, CEPS actively supports the development of a safer and more stable society in Bosnia and Herzegovina.
I had the honor of participating in the integrated rapid response training in dealing with active shooter/active attack scenarios, organized by your DTCare, in cooperation with the Texas State University ALERRT Center and CEPS in Kiseljak.
I would like to take this opportunity to express my sincere gratitude for the exceptionally professionally prepared and content-rich training. The approach that included practical and theoretical aspects of dealing with high-risk situations, such as incidents with an active attacker, is extremely important for improving the capabilities of law enforcement and security agencies in Bosnia and Herzegovina.
As a professional employed by the Ministry of Security, whose job description to a certain extent refers to the development of planning and strategic documents and standard operating procedures, this training has helped me immensely in a broader understanding of this complex security challenge. The knowledge gained represents a valuable contribution to my further work in creating effective and modern responses to such threats.
I hope that police agencies at all levels of government in Bosnia and Herzegovina will recognize the importance of such training, and that their members will apply the acquired knowledge and skills in practice, as well as share them with their colleagues. This will contribute to strengthening the capacities of their agencies and the overall security of our society.
Once again, I sincerely thank you for the knowledge and experience you have shared, and I wish you much success in your future activities aimed at strengthening the security system in Bosnia and Herzegovina.
